Used with another keel section to start a [[ship]]. Some ships require even more keels to finish.
The active keel section determines max QL, the right-clicked passive section determines success rate. The active keel section is destroyed on failure. (This means it's possible to improve a single keel section to high QL and get high success rates every try until success.)
