Keel section

Used with another keel section to start a [[ship]]. Some ships require even more keels to finish.
The active keel section determines max QL, the passive section determines success rate. The active keel section is destroyed on failurewhile the other is damaged. (This means it's possible to improve a single keel section to high QL and get high success rates every try until success.)
