I'm pretty sure that it doesn't. At the beginning of Epic, it did. This was combined with an exploit with skill gain, which made it overpowered. When the lockpicking system was overhauled, patch notes confirmed that lockpicking is no longer on the curve.
I have a few of questions though. Many players on Epic were under the impression that fighting was on the curve in PvP only, but were convinced that they were wrong when the new skill window mechanics didn't show the curved value. Also, this page says that locksmithing is not on the curve. While I know that the requirement to make lock picks is not on the curve, is the effectiveness of the skill on the curve? I suspect that it is due to the ease of making locks with decent skill, but confirmation or second opinions would be helpful.
