Plan and completely build the ground/first floor outer walls. Activate a mallet on a ground tile and plan the a floor above. Plan at least one tile with an opening above to make a ladder or plan your staircase. Build the floors from below, then climb your ladder. Activate a mallet, right-click tile borders to plan walls on your new level.
