You can only fish on tiles which that are fully submerged, but since you can't fish while swimming this can make finding a spot quite difficult. What you need is a tile to stand on which is half above and half below under water, and not so steep that you can't stand on it without sliding in. Then stand on the part that isn't submerged and fish the adjacent tile which is fully submerged.
