The effects of each of these factors is additive.  Due to how Wurm math works, it is not easy to relate how much speed boost is given by each factor. But the overarching idea is the higher the QL of each shoe, the higher the enchantment power of each WoA or BoTD cast, and the rarer each shoe is, the faster the horse will move.
