Yes, i used Visual Basic 2008 Express edition to make this, it is completely free, just do a google search for "Visual basic 2008 express" and you will find a link to microsoft's site allowing you to download it. - Extrusion

There aren't any specific guides to make something like what i made, since i coded it all myself, but there are guides to teach you how to program in general, one website that offers this is http://www.homeandlearn.co.uk/NET/vbNet.html.
