A Dioptra is utilized by activating it and right clicking another player.  There will be a 'Plan Bridge' option which will proceed to plan the bridge as follows:

A Dioptra is utilized by activating it and right clicking another player. There will be a 'Plan Bridge' option which will proceed to plan the bridge as follows:
