this says that local is 'free speech' except for around NT. This should probably be changed to say something about if someone spam/threatens people/swears excessively etc.
I would suggest something like "However, if you spam, threaten people, or swear excessively enough that someone calls for GM/CM assistance, you may find yourself muted or banned anyway.
Griefing can happen in local chat too :)
Come to think of it, same goes for PMs.
Of course it should probably also say something like "remember that if someone is spamming your local, for example, you do have the option of "/ignoring" them.

I went ahead and added a previously unwritten rule. Overly argumentive topics in kchat are generally not allowed. Like politics. Its not just a taboo now.
I'm trying to think of a few more, but I'm kinda tired right now.
