Dredging
A dredge is used to dig dirt from under the water level. Maximum depth is determined by your digging skill. You need a boat to dredge. When not in a boat you can only dredge to the same depth as you could dig with a shovel (2 dirt deep).
To use a dredge, while in a boat such as a Small Rowing boat, you simply float on top of the tile you want to dredge, and right click the tiles below and select "Dredge". Dredging will also make the tile you dredged steeper, just like normal digging. There is no specific boat to dredge from. There is no such boat as a "Dredger".
Dredging is for most purposes identical to digging on land. Thus dredging on dirt or sand lowers the terrain, while dredging on clay does not. The dredged items appear inside the dredge. The dredge can only hold two dirt or sand, so make sure you have access to the ship hold. Tar, peat and clay take less space, and the dredge does not need to be emptied as often.
