A steppe tile is a tile characterized by regions too dry to support a forest, but not dry enough to be a desert.
Steppe tiles are thought to be good for hunting. This might be because trees do not block your view and steppe is known to be one of the sources of regional animal spawns, notably wild horses.
You can botanize but you can not forage on steppe tiles.
You can dig or pack steppe away. You can convert a dirt tile into a steppe tile by planting mixed grass botanized from other steppe tiles. Steppe spreads onto dirt tiles on its own, but slower than grass.
Planting steppe with mixed grass is treated like planting any other flower type. As such, the success rate of planting mixed grass is influenced by the nature subskill, gardening.
