The productivity bonus applied to a settlement is according to all speculation;
A legacy bonus for a deed to remain in existence.
0.5% to 1% if applied for each year the deed is in existence, and has over 30 (or 60) days of funds in the coffers.
The application of this bonus is believed to be an xp enhancement to skills learned.
