Method

1. Equip the Fishing Line and right click the Shaft, and select Create/Tools/Fishing rod.

Improvment

1. Equip the Log and right click on the fishing rod, and select improve.
2. There are also times when you need a Pelt, Carving Knife, Iron File, or a Mallet to improve the item.
