Pack files can be opened and edited with any ZIP archive manager like [http://www.winzip.com/ WinZip], [http://www.rarlab.com/ WinRAR], [http://www.7-zip.org/ 7Zip], [http://www.tugzip.com/ TUGZip] and even the Windows XP /Windows Vista compressed folder extension.
