: The note on the article page says 50 QL anvil and 19 skill, which doesn't really fit. There's also a very high probability that armour smithing skill plays a part (although minor), maybe misc items skill as well. I believe the only practical indicator is to look at your success rate at creating armour chains. With a 30.5QL large anvil, 29.5QL chains and 23.15 chain armour smithing, I still can't make the jacket.
