You can not raise a rock tile, but you can raise the corner by dropping [[Pile of dirt|dirt]] or [[heap of sand|sand]] on it.
One can dig to the Rock layer by [[digging]] up [[dirt]]. On the [[Freedom]] Isles the average soil depth is generally considered to be between 150 and 250 'dirts' deep. Depending on location this may or may not be below the water level.
