Changes

For projects bordering the highway it's better to have the terrain and placing of the highway already set correctly. It also gives less hindrance for people passing by to do this in one go and not have the highway in shambles during multiple projects. Small things next to the highway will already be done such as building the fence and gate around the village center and the wagoner/camping area. This project doesn't include the internal highway.
