Wear the toolbelt on your legs and the Toolbelt window will appear. Here you can drag tools into slots which can be bound to Hotkeys. There is one slot at 20ql, plus an extra slot for every 10ql after that up to 5 maxiumum slots
NOTE: You cannot wear pants while wearing a toolbelt (no joke), but this will likely be fixed in an uncoming patch.
